NSF demands independent judicial probe, Chief Minister’ intervention
Raj Bhawan clips wings of JUVC, restricts taking policy decisions, conduct of interviews: NSF

Jammu: Januay 30,2018: In yet another severe blow to the under hands means being tactfully applied by Prof Ramji Dass Sharma to accommodate his favourites on various important positions mischievously at the fag end of his three years tenure, Raj Bhawan has also issued directive to both the Vice Chancellors of state universities not to take any policy decision or undertake any selection process in their respective varsities.

This was stated by Dr Vikas Sharma, Chief, National Secular Forum (NSF) in a press conference today where he stated that as per the latest directive issued by Principal Secretary to Governor, who is also Chancellor, the Vice Chancellors of Jammu and Kashmir universities have been directed to refrain from taking any policy decision, initiating any selection process or conducting interviews for any position in the wake of tenure of the former expiring in coming March and that of the latter having already expired.

Dr. Vikas Sharma said that despite standing communication of Ministry of Human Resources Department, Govt of India of dated 13-8-2015 issued in to all the autonomous bodies including universities to refrain from conducting interviews two months before expire of their tenure or retirement, Dr. Ramji Dass Sharma knowingly started selection process and slated the conduct of interviews for prestigious positions in Jammu university violating the directions of HRD ministry.

Ultimately state government had to cut to size, the most recalcitrant Prof Ramji Dass Sharma followed by express directions of Higher Education Department in which he was directed not to conduct interviews in the varsity till further orders, Dr. Vikas said adding that now ostensibly taking a serious note of press reporting’s, Chancellor of the Jammu University (Governor) had to intervene and restrict him from taking any such action as his tenure is expiring in March 2018. Quoting one of the incidents of misusing the official position by Prof Ramji Dass Sharma during his tenure, Dr. Vikas said that the honesty of VC can be gauged from the fact that JU engaged three persons in the Department of Life Long Learning in the year 2008. Later on two persons were absorbed against two posts of Project Officers by VC and third person Sandeep Singh was absorbed ostensibly in lieu of pecuniary consideration against the post of a Programme Officer without conducting any interview for which 41 applications were received in the yearly 2013 by the University. Later on, the post of Programme Officer was converted into teaching cadre as Assistant Professor for the reasons best known to VC, he claimed.

Criticizing arrogant Prof Ramji Dass Sharma for his total failure on all fronts with the academic side being the worst hit during his three years tenure, Dr Vikas urged the Chancellor and Pro Chancellor of Jammu University to immediately terminate Prof. Sharma for the chair of Vice Chancellor and constitute high level enquiry commission to unearth the various scams and irregularities committed by incumbent Vice Chancellor during his tenure enabling new Vice Chancellor to start with clean administrative environment in Jammu University without carrying liabilities created by Prof. Ramji Dass Sharma.
