UNION TERRITORY AND INEFFECTIVE ADMINISTRATION Written by Ashok Raina
 
The unsatisfactory functioning of all the successive governments in the State of Jammu and Kashmir, following the changes in state policy and formation of union territory, since its inception has been driven by a political shift by the Central Government, aimed at implementing new arrangements in the State of Jammu and Kashmir with decentralized the powers. The powers though were empowered and vested in the local self-government headed by generally the Chief Minister of state. However, if we consider the current government's makeshift government, led by Chief Minister Omar Abdullah, following the change in the state's status, the Chief Minister is proving to be ineffective in administering the government with full authority the people of state feel number of crisis at large.
The approach and behavior of both at the State and center level of governments towards the enlist of State List, Concurrent List, federal list as mandated by the Constitution of India and amended from time to time for the development of state are inherently found impractical at present.
Article 1 of the Constitution of India describes more empowers to its states including the state of Jammu and Kashmir. Governments are mandated to act in accordance with the provisions of these lists, exists in chapter of directives of state policies however, it is surprising and disappointing to note that the working approaches of both governments are proving to be completely unfavorable for the people of Jammu and Kashmir and people are feeling unwell themselves at large.
That before the abrogation of Article 370, the State of Jammu and Kashmir enjoyed additional special status, beside the provisions and privileges admissible under the chapter of the Union List, State List, and Concurrent List. Surprisingly, after the constitutional division of the state, the dual-engine government has rapidly initiated a number of innovative initiatives, including promoting development work in Jammu and Kashmir, promoting the tourism sector, promoting sports education, built roads connectivity, new ways of links through railway tracks on for Journey’s, trade and business, and have claimed the removal of the problem of unemployment crisis.
However, it is unfortunate to say here that regional discrimination is clearly making elucidation after the state's trifurcation become into force. The advantageous useful and helpful provisions and privileges are not fully and practically matched for the people of the entire State of Jammu and Kashmir with the result people cross on roads and making protests in all the regions of Jammu and Kashmir state.
That everyone knows that the people of the Jammu division, as well as those of the Kashmir division, are divided on several levels. The crisis in Leh-Ladakh the other part of the parent state has sparked a significant political debate, and recently, the political landscape has become a common focus on media channels and reported papers. The networking system within the said region has not been yet restored perfectly, as the concerned public, fed up with the current government policy in the region, has taken to the streets to protest is though alarming for the near in future.
In addition to all and above almost the regions of the state have been separated from old livelong traditions each other in terms of culture, literature, art, crafts as well as language, and many ancient traditions, and new divisions have been created among each other.
That over the past several years, and after the revocation of Article 370, many sections of the population, including the certain sections within the minority displaced community, have suffered multiple losses due to deprived them at various angels. That due to the neglectful attitude and behavior of the double-engine government, the plight of the different poverty under line communities has been completely ruined, with many young and unemployed youth falling prey of depression. The old rich traditions of state of Jammu and Kashmir including culture, art, craft, literature been kept in abeyance and remains no longer in union state along with other more our precious local colorful activities.
The business in terms of all activities become faulty and non-assembled one the young generation within from all communities of state could not get equal rights, the art and crafts of Jammu Kashmir within all three regions of Jammu and Kashmir not been get promoted equally or found sound marginalized within to them in terms of trade business of understanding It is also need to be seen that the reserved categories in all such class of people not been put into consideration to empowered them the sections from all those young generation fails to reach their destination skills and could not get in touch their hand to mouth or to get the alms for to livelihood.
However, although other post useful approach before the abrogation of article 370 which not been found connectivity among the people at present as such the people of state demanding the restoration of state hood and the matter is sub judices’ before the Hon’ble supreme court of India be under the other grounds not make known to me.
