249 Health officials found absent during surprise inspection
Action initiated against BMOs, DDOs and absentees
 
RAJOURI, MAY 15: In a major inspection aimed against absenteeism and ensuring availability of essential services in the district more than 250 employees of Health and Family Welfare Department were found absent prompting the authorities to initiate administrative and disciplinary action against Block Medical Officers and DDOs of more than a dozen offices.

Surprise inspection of 66 offices and health institutions that lasted for 90 minutes was conducted across the district. Against strength of 952 officials posted in these institutions only 560 were present while 249 were absent from duty and 68 on leave while 76 were either on roster waiting or deputation on field duty.

The inspected establishments included 3 offices, 08 SDH/CHCs, 22 PHCs, 1 Urban Health Unit, 28 NT PHCs and 4 ISM dispensaries out of more than 275 institutions in the district.

The district administration earlier this month had issued circular instruction regarding absenteeism and action against DDOs and heads of offices for their weak internal control mechanism and administrative inefficiency. The DDOs were recently communicated to ensure attendance in subordinate/field offices and conduct regular inspections.

As many as 29 officials were found absent in CMO office, 12 in Dy CMO office, 06 in District TB Office, 15 in District Hospital, 52 in SDH / CHCs, 100 in PHCs and 35 in NTPHCs/ISM Dispensaries. Nine institutions/offices were also inspected in Kandi zone however it observed winter timing.

Addl District Development Commissioner, Addl Deputy Commissioners, District Officers, Tehsildars, Block Development Officers Zonal Education Officers and other senior officers were provided an inspection schedule early morning and the process was completed in most of offices/institutions within one hour barring few remote locations. The control room established in DC office coordinated the inspection . This was 10th major inspection during last one year and 3rd such inspection of health institutions.

Show-Cause notices have been served upon the BMOs, Heads of offices and DDOs to explain their position for administrative inefficiency and weak control. Salary of controlling officers and absentee officers/officials has been withheld. Absentees have been summoned to attend inquiry to be conducted by ADC Rajouri on Sunday 20 May 2018 at 11 :30AM.
