Inclusion of West Pakistani Hindu Refugees in OBC category Depressed Kashmiri Hindus
 
In addition to Hon’ble Supreme court of India’s verdict on mandal upholds for reservation for jobs in central services and public undertaking across the country and duly after the acceptance of the National Front government led by V.P. On 7 August 1990, the new reservation policy the National Front government declared that it would Provide 27 per cent reservations to "socially and educationally backward classes. The Jammu and Kashmir government has recently adopted other amendments and included 15 castes/classes in the existing OBC castes/ Classes under the other social castes (OSC) category. The question arises here whether this quota would be readable and make remarkable beyond the reservation quota fixed by the Hon’ble supreme court of India after the interference was thought to be challengeable and Indian people challenged the mandal panel report which recommended the reservation quota extended up to 27% for socially, educationally backward classes.

Chairman, West Pakistani Hindu Refugee Front (WPHRF) welcomed the decision of J&K Govt for inclusion of West Pakistani Refugees in the Other Backward Classes (OBC) Category amongst recently included 15 castes/classes in the existing OBC castes/classes under Other Social Castes (OSC) category. West Pakistani Refugees (WPRs) are thankful to the Hon’ble Lieutenant Governor J&K and the Chairman Socially and Educationally Backward Classes Commission, Justice (Retd) GD Sharma for inclusion the most neglected and backward class WPRs of the JK UT. WPRs are also very thankful to the Union Govt, Hon’ble Prime Minister and the Home Minster, who were very kind to accept the proposal of SEBC Commission, for inclusion of WPRs in OBC Category. WPRs are the most deserving to the Reservation under OBC as were deprived of all Government jobs and other amenities including Resident ship, Scholarship, Higher, professional, Technical and Medical education and to own any immobile property for almost for 75 years, since from their migration to J&K from West Pakistan on Partition of India during 1947.

Now when additional 15 Castes/classes have been included in OBC in addition to the existing 27 castes under OSC Category, it is most likely expected that J&K Government will implement the OBC Reservation replacing existing OSC category very soon to provide long outstanding justice to the OBC Category People. According to the WPRs along with the newly added casts/classes will get the benefit of reservation.

As per Reports 3933 vacancies have been referred to J&K Service Selection Board (JKSSB) by General Administration Department (GAD), J&K Government vide OM No GAD-MTGORBIV/246/2021-09-GAD dated 29 March 2022 for advertising posts with the instructions that the “posts shall be available for referring under direct recruitment quota under relevant categories viz OM, RBA, SC/ST etc” only, denying the reservation to reserve categories OSC, PSP, ALC and EWS reserve categories. However these posts have not yet been advertised by JKSSB. Therefore, Chairman WPHRF appeal to the Hon’ble Lieutenant Governor and the Union Govt that these vacancies may kindly be kept withheld are already advertised only after implementation of OBC Reservation in J&K replacing OSC Reserve Category, so that long outstanding justice is served to the aggrieved OBC category people and accordingly the WPRs also get the benefits of reservation in future selection of posts, who were otherwise denied every Govt Job since their migration to J&K during 1947 and are the most poorest class in the JKUT.
It is a miracle to say here despite all these happenings since the formation of VP Singh government at centre the policy of reservation quota has not been fixed for Kashmiri Hindus at par with West Pakistani Hindu Refugees. The unemployed youths of highly victimized minority community Kashmiri Hindus could not get the avail of employment avenues in the country due to already existence of reservation policy secondly due to non inclusion of this victimized community in the OBC category the largest number of the community youths crossed all overage limits are being pushed towards the depression.
